“Medical marijuana patients in Oklahoma deserve to know that the products they rely on are safe, accurately tested, and held to consistent standards.”

Oklahoma State Representative Jacob Rosecrants has made medical cannabis patient safety a clear policy priority for his office. For Rosecrants, patients should be able to read the label on their medicine and have confidence that what is inside has been properly tested.

In 2026, he authored HB 3013, legislation that would require testing final harvest and production batch samples for specified pesticide analytes. This is a straightforward patient-protection issue. Most of the contaminants and adulterants cannabis testing is designed to detect cannot be seen with the naked eye. Patients must rely on laboratories, testing standards, and regulators to find problems before a product reaches them.

Regulation naturally creates an expectation of safety. When a state requires laboratory testing, contaminant screening, recalls, and regulatory oversight, patients reasonably expect those protections to be working behind the scenes. Rosecrants has been bringing those systems into the spotlight and asking whether Oklahoma is giving patients the protections its medical cannabis program promises.

He is continuing that effort through an October 13 legislative interim study focused on medical cannabis testing, product safety, consumer transparency, compliance, recalls, and regulatory oversight. Rosecrants is bringing patients, laboratories, regulators, industry representatives, and lawmakers to the same table to examine the system together and identify opportunities to strengthen it.

That approach keeps the conversation where Rosecrants says it belongs, on the patient. Testing rules and laboratory standards may be written deep inside regulations, but their purpose is simple: keeping unsafe products away from patients and giving people reliable information about the medicine they depend on.

“As a member of the Joint Medical Marijuana Working Group, I have been focused on making sure that our medical cannabis program is ALWAYS patient first.”

The Public Courage Award recognizes elected officials who bring cannabis safety and patient access into the policymaking process. Rosecrants is doing that by putting patient safety at the center of conversations about testing, transparency, and the systems responsible for protecting Oklahoma’s medical cannabis patients.
