The Maine Office of Cannabis Policy (OCP) has worked to strengthen patient access by addressing a basic expectation of any medical program: patients should be able to obtain cannabis without having to choose between availability and confidence in product safety.
Under Director John Hudak, OCP expanded inspection testing of medical cannabis cultivation facilities and reported contamination serious enough to require destroying tens of thousands of plants, including findings involving dangerous pesticides. The office has also issued patient advisories when contaminated products were known to have been sold and associated with adverse reactions.
At the same time, gaps in Maine’s regulatory structure have limited some of the tools available to the agency. In response, OCP has placed greater emphasis on helping patients evaluate products for themselves. Working with patient organizations, cancer centers, media, and public-health partners, the office has provided education on testing frequency, analytes, pass/fail thresholds, and Certificates of Analysis so patients can ask more informed questions about the products they purchase.
Its policy work has followed the same principle. During the 2026 legislative session, OCP advocated for stronger inventory tracking, contaminant testing, recall authority, security standards, and business transparency while also defending patient protections, including avoiding additional taxes, resisting potency caps, and preserving provider discretion to recommend cannabis without a fixed list of qualifying conditions.
That combination is central to the Safe Access Award. Stronger safety standards should not become another barrier to patients, and preserving access should not require accepting inadequate product protections.
The Maine Office of Cannabis Policy advances the goals of the Safe Access Award by treating access and safety as mutually reinforcing. Its work seeks to preserve patient choice while strengthening the testing, transparency, education, and regulatory protections patients need to trust the medical cannabis program serving them.
