CA SenateThe California legislative calendar is filling up, as lawmakers get ready for the summer recess on July 17. Four medical cannabis bills had committee hearings last week, and there are four more scheduled for this week. Lawmakers seem determined to pass medical cannabis bills this year. Both good and bad bills are being approved by healthy margins. Look for votes on commercial licensing and regulation, cultivation, and manufacturing butane hash oil this week. The committee will hear testimony on AB 849 (Bonilla), which makes it a crime to damage property or forest land by causing an explosion while making concentrated cannabis using a volatile solvent (like butane). The CARERS Act is the most comprehensive piece of federal medical marijuana legislation that has ever been introduced in both the U.S. House and Senate. The bipartisan legislation would remedy the state-federal conflict over medical marijuana laws. The bill would allow state programs to continue without federal inference, move marijuana out of Schedule I, remove CBD from the scheduling, create access to banking services for legal marijuana businesses, end the Public Health service review process and NIDA monopoly that blocks research, and allow VA doctors to write recommendations in states that have a medical marijuana program.
