In November 2016, Florida voters approved Amendment 2 which directed the Florida Legislature to develop a comprehensive medical cannabis program. Members of the Florida House of Representatives and the Florida Senate could not reach an agreement about the implementation of a medical cannabis program before the legislative session ended. There have been calls for a special legislative session, but as of May 24, 2017, no special session has been scheduled. If the Florida Legislature does not reconvene, the Florida Department of Health will be responsible for developing and implementing the state's medical cannabis program. The state is supposedly to begin issuing patient ID cards by October 3, 2017.
