(San Francisco-AP) Feb. 29, 2004 - Advocates for medical marijuana are calling it a 'great victory.' A Federal Appeals court in San Francisco has refused to reconsider its ban on medical marijuana raids in seven western states.

The unanimous decision means the federal government cannot raid people who grow, posses and use marijuana with a prescription.

A spokesman for Americans for Safe access says the ruling shows the court recognizes that such users are 'not drug traffickers.'

An appeal to the US Supreme Court is expected.
